MBBS in Russia for Indian Students: 2027–28 Planning Guide

Studying medicine abroad is a long-term commitment, not simply a choice between tuition fees. For Indian students considering MBBS in Russia, the right decision depends on the exact programme, its clinical training, the complete cost and the route to medical registration after graduation.

Can you study medicine in Russia and return to practise in India? It is possible only if your qualification and training meet the rules applicable to you, followed by the required examination, internship and registration in India. Admission to a Russian university does not itself establish that eligibility.

This guide is for 2027–28 planning. Intake-specific fees and admission conditions must come from the university's official notices. No 2027–28 fee notice was identified in the official sources checked for this guide; earlier prices must not be presented as current quotations.

Why consider studying medicine in Russia?

Russia can be worth exploring when you find a programme that matches your educational goals and a budget your family can sustain. The important comparison is between documented programmes—not country-wide promises of low fees or automatic recognition.

An English-medium option may make academic study more accessible, but it does not remove the need to prepare for communication with Russian-speaking patients. Similarly, the availability of university accommodation is useful only after you establish allocation, conditions and actual charges.

Compare your options on:

• Academic fit: the curriculum, teaching arrangements, assessments and support for international students.
• Clinical learning: the training you will actually receive, not merely the number of hospitals associated with a university.
• Regulatory fit: the foreign internship and local licensing route, as well as the requirements for returning to India.
• Financial resilience: the full-course cost, refund conditions and room for currency or fee changes.
• Daily life: accommodation, heating, food, transport, healthcare access and the support available when something goes wrong.

A low first-year instalment is not a sufficient reason to choose a medical programme.

NMC requirements: check the complete pathway

The National Medical Commission's Foreign Medical Graduate Licentiate Regulations, 2021 are an essential starting point for prospective students planning to practise in India. Regulation 4 and Schedule I must be read together. Older cohorts and specifically notified exemptions can be governed differently.

Medical course and foreign internship

For students covered by these regulations, the requirements include a medical course of at least 54 months and an internship of at least 12 months in the same foreign medical institution. Schedule I describes that internship as being in addition to the medical course, with hands-on clinical training.

Do not assume that a six-year programme automatically satisfies both requirements. Ask for the curriculum and a separate internship plan showing the sequence, duration, departments, supervision, logbook and completion documentation. Clinical rotations within the course are not automatically proof of the required internship.

Schedule I also requires the foreign course, training and internship or clerkship to take place outside India, in the same foreign medical institution and in the degree-awarding country. Do not plan a transfer or substitute training in India without an applicable official provision. The Schedule sets a ten-year limit from joining for completion of the foreign medical graduation course.

English-medium education

The regulations require the foreign medical degree's medium of instruction to be English. Obtain the language policy for your exact cohort and the whole course, rather than relying on an “English available” label.

Your checks should cover lectures, practical classes, clinical teaching and examinations. Learning Russian for patient communication is different from changing the academic medium to Russian in later years. Ask the university to explain both clearly.

Registration and licensing in Russia

The FMGL regulations contain a host-country professional registration/licensing condition, at par with the licence to practise given to citizens of that country. A university diploma alone does not establish that this condition has been met.

Request the current route from the university and the competent licensing authority: assessments, language conditions, registration steps and documentation applicable to an Indian graduate. This guide does not certify any Russian programme as satisfying the foreign-internship or host-country licensing requirements. Those are essential checks before committing to admission.

Examination, internship and registration in India

For FMGL-covered candidates, the regulations also require at least 12 months of supervised internship in India and clearance of NExT or another mandated test. The Indian internship is not a substitute for the required foreign internship.

Do not assume which examination will apply when a 2027–28 entrant graduates. Check the then-current NMC and examination-authority notices, eligibility conditions and registration procedure. Passing an examination alone does not resolve deficiencies in the underlying qualification or training.

Are Russian universities “NMC approved” or “WHO approved”?

NMC does not endorse a list of foreign medical universities as a blanket guarantee of eligibility to practise in India. Its General Information guidance advises applicants to obtain course, internship and fee details directly from the institution.

A World Directory of Medical Schools listing is a directory entry, not WHO accreditation or an automatic medical licence. Avoid using recognition labels as a shortcut for checking your actual programme and professional pathway.

How to compare medical universities in Russia

Start with official university information, then investigate the exact programme. Two useful starting resources are Kazan Federal University's English-taught programmes page and Rostov State Medical University's international-applicant information.

These are research resources, not a ranking or a recommendation of verified FMGL compliance. Neither an English-language listing nor an advertised duration establishes the separate internship or licensing pathway. Kazan Federal University and Kazan State Medical University are different institutions; ensure every document names the university you intend to join.

Use this checklist for every university on your shortlist:

Keep the documents together. A reassuring answer about tuition cannot fill a gap in internship or licensing evidence.

What is the total cost of MBBS in Russia?

There is no single verified total that applies to every Russian university or to an intake whose complete fee schedules have not been established. A first-year tuition figure is not a six-year package.

Build your budget from written, dated documents:

• Tuition for each year, with any permitted revisions.
• Hostel or rent, deposits, utilities and accommodation during internship.
• Food, local transport, winter clothing and study expenses.
• Insurance, medical checks and applicable visa or document charges.
• Flights and other travel.
• Examination, licensing and registration-related expenses.
• Separately disclosed counselling or other service charges.
• A contingency for exchange-rate movements and unexpected costs.

Record the payment currency, due dates, recipient and refund rules. Convert amounts to rupees using a dated exchange rate and include bank or transfer charges. Do not treat an old rupee estimate as a fixed future price, or multiply one year's fee into a guaranteed full-course total.

Admission planning: what to do before paying

1. Check Indian eligibility. Confirm NEET qualification and prescribed academic eligibility using official guidance and the relevant NTA NEET notices.
2. Identify the exact programme. Match the university, campus, language track and intake across all documents.
3. Resolve the professional pathway. Obtain the foreign-internship and host-country licensing information before accepting compliance claims.
4. Review the full financial commitment. Read the year-wise costs, exclusions, payment recipient and cancellation terms.
5. Confirm intake-specific requirements. Use the university and relevant authorities' current instructions for applications, documents and travel. Do not reuse an old checklist as a definitive visa list.
6. Keep a complete record. Save official notices, correspondence, admission terms, invoices and receipts for later reference.

Pause if essential information is withheld or if you are pressured to pay before receiving it. Counselling support cannot guarantee admission, a visa or a medical licence.

Hostel, language and student life

Before choosing accommodation, ask about allocation, occupancy, heating, cooking facilities, meal options, internet, travel to teaching hospitals and support contacts. Confirm which services are included and which cost extra.

For clinical preparation, ask how patient communication is taught and assessed. An English-medium academic track does not mean patients will speak English. Preparation for daily life and clinical communication should be part of your decision, not an afterthought.

Frequently asked questions

Is a Russian medical degree valid for practising in India?

A Russian degree does not automatically permit practice in India. You must meet the rules applicable to your cohort, including FMGL where applicable, the required examination, supervised internship and registration. A university offer or directory listing does not guarantee that outcome.

Is NEET compulsory, and how long is the result valid for foreign medical study?

Indian citizens and OCI applicants must qualify NEET under the applicable foreign-medical-admission rules and meet prescribed academic eligibility. NMC's General Information guidance states that the result is valid for three years from the declaration of the result for pursuing MBBS or an equivalent course abroad, including a pre-medical or language course, if any, followed by the medical course. This is not a three-year entitlement to an Indian counselling seat or a future licence.

Is every Russian medical programme taught entirely in English?

No blanket assurance is appropriate. Verify the full-course teaching and assessment policy for the exact programme and cohort, including clinical years. An English option on an admissions page is not enough to settle every year of delivery.

Can I complete the required foreign internship in India instead?

Do not assume so. For students covered by FMGL 2021, the foreign-internship requirement and the supervised Indian internship are separate. Any claimed exception must be supported by an official provision applicable to your circumstances.
